My dog has this red lump on its eye. What could it be?

Although it should be ideally tested by your local vet to have a complete and definitive answer, this extra superficial tissue growing on top of the cornea seems to be an due to an excessive and chronic healing process secondary to a quite chronic corneal ulceration.
