Poor pup! The most common cause of runny stool with blood in a young puppy would be intestinal parasites. I would recommend taking a fecal sample to your veterinarian to have it checked. They can prescribe an appropriate dewormer or other medication to treat the problem depending on what is found.

Poor pup! The most common cause of runny poop with blood in a puppy this age would be intestinal parasites such as hookworms or coccidia, but it could also be due to a more serious problem such as parvo. If he is acting normal, it should be okay to wait until morning and take him to your regular vet. If he is acting lethargic, vomiting, or not wanting to eat, I would recommend taking him to an emergency vet tonight since it may not be safe to wait until morning.
