Why won't my cat's chronic sneezing and runny nose go away?

Hello my name is Kayla, My cat Bèbè has been sneezing, has a runny nose, watery eyes, and wheezing in her sleep, for over 3 years, we have taken her to the vets office 4 times. They’ve all ruled her condition as a upper respiratory infection, but I don’t think that’s what it is. I think they’re missing something because it doesn’t make sense that she takes the antibiotics and the steroids...that makes it go away for the time it’s in her system, then it comes right back.
