My dog is anxious around people, noises, and other dogs. How to help?

My dog is fearful of other dogs,some animals,people especially men and kids,and loud noises.He has a lot of anxiety when he is exposed to these things.I don't want him so be scared all of the time.He has gotten a little better than before but, he still has problems.I have tried rescue remedy drops for dogs and they work pretty good but they ware off quick.I have also tried desanitizie training.How can I help him with his anxiety?My vet said medication would not be helpful it would make him tired.
