Recently this bump came up on my dogs left eye on outside edge of pupil. What could it be and how to treat it?

It looks like the conjunctiva is swollen and irritated. You can try some beandryl twice a day as well as some artificial tear drops to help flush the eye. If it isn't improving within 24 hours or if he is messing with it or squinting, I would have have your vet take a look at it. Your vet will be able to pull the lids back and get a better look at it and also make sure there isn't a scratch or ulcer on the eye.
