Why does my hamster have black scabs on his testicles and does it hurt?

My hamster has a black patch with scabs on his testicle that don't look like normal skin coloration, what is it and what can I do? Also, does it hurt him? Pet's info: Small Animal | Hamster | Male | unneutered | 3 months and 10 days old
