Heavy breathing is quite common in lactating females but it could also be a sign of milk fever which is a condition caused by lack of calcium in lactating new moms. if you also see lack of appetite, trembling and lethargy i would strongly recommend taking her to the vet urgently to get it treated.

It sounds like Rose needs to be seen by a veterinarian if she is breathing heavy and hasn't eaten. It is very possible that she is still in labor and has a puppy stuck in the birth canal (dystocia). This is a medical emergency that requires assistance. The veterinarian will perform a physical exam and get some history on Rose. They will probably want to take x-rays to see if there are more puppies. Based on those findings, they will then determine if she needs more treatment. If you are having a difficult time catching her, you can try enticing her with some canned food, cheese, lunch meat, etc. If she is a stray, you can also contact rescues in the area to see if they can provide assistance.

This is a medical emergency and there are no appropriate home remedies. She may have a retained puppy or afterbirth, severe fever or life threatening low blood calcium levels. Contact your local humane society for advice on subsidized clinics and emergency care
