My female puppy has a lump near her vulva during heat. Is it normal?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Female | unspayed | 8 months and 10 days old | 37 lbs

Hello there.. I have female catahoula x cocker spaniel 7 months old that has been on heat since 01/01/2019 I’ve noticed a lump near the top of the vulva stomach area.. seems to be a vein that was hard during her heat now seems to be not so hard but a bulge has developed .she seem happy . I just wanting to know if totally normal or should I be concerned I live in a remote area in Australia and money is very tight.. I’m am worried and seeking help from you Waiting your reply Kind regards

While this doesn't look totally normal it does look like the swelling is near a superficial blood vessel and it may not be harmful. If the area starts to seem firm again, if it seems hot or painful, if it increasing in size, or if it is not resolving once Indi goes out of heat I'd recommend having a vet take a look.
