My dog tore his carpal pad I put Neosporin on it and rapped it up cause it was bleeding will it heal

I would need to see a picture in order to let you know if this treatment will be enough but generally speaking this is more or less the correct treatment for this type of injury, make sure to change the bandage every 48 hours.

    Yes, keep an eye on it. Change the bandage daily. To keep him from licking at it, you can put an Ecollar on him. You can get one at a pet store or make one at home. Keep the wound clean and dry, and monitor it for signs of infection. If you see redness, swelling, warmth to the touch, or pus, then it is infected and he will need to see the vet for antibiotics to treat it.

    Ouch, poor Binx! Yes, it sounds like you've done a good job bandaging it. I would put an Ecollar on him to keep him from licking at the pad. You can make one at home, and I will put a link below on how to do it.
