Why are my betta fish's eyes red, swollen, and he's bumping things?

I’m not sure if my betta fish had popeye. Both of his eyes have red in the white parts, but I’m unsure if I bought him like that or not. His eyes are not cloudy or extremely swollen. They look a little bigger. But, he isn’t responding to my finger like he usually does and seems to be bumping into the filter. I fed him and he found the pellet. I removed the plastic plant I thought he was scraping against. Now, he’s just staying around the perimeters. I first noticed this over 20 hours ago. Pet's info: Fish | Unknown - Fish | Male
