Why is my male cat walking slowly, licking privates, and in pain?

My cat has been indoors all night in a safe area and this morning when I went to let him out he has been walking very slowly and flat to the ground. He's staying in his bed, licking his privates constantly and meows a lot when petted on his lower back. He's generally extremely friendly and egar to sit on your lap, be picked up and petted. I do not have access to bring him to a vet until another few hours. He ate a little bit, not walking around. Pet's info: Cat | American Shorthair | Male | neutered
