Why won't my dog pee outside? Tried everything, still holds it.

Why won't my dog pee outside? Even as a puppy she never went outside. She's almost 2 now. I've tried everything even no pads downs and being In the crate and frequent walks. She will just hold it and cry. She's a Smooth Collie Belgian Turveren mix

The first suggestion I’d give you is to have her evaluated by a vet to ensure that there are no medical issues that could be contributing to her difficulties with potty training. It sounds like you’ve tried all the “go-to” suggestions that I would typically give... crates, frequent walks, etc. It concerns me that you said she will just hold it and cry... is she peeing inside without troubles and just cries when she’s outside? After her health is cleared, you may want to consult a behaviorist or trainer. This is often very worthwhile investment for ongoing behavioral issues.
