How to train untrusting parakeets to trust and interact with me?

I have two parakeets, Fritz and Gizmo. I have had them since March 19, 2017. While I had them, I was unable to train/tame them. I have been wanting to since it would be nice to have birds that can interact with me and excercise rather than stay in a cage. My brother, when he lived with me, occasionally would stick his hand in the cage and scare them. This has led them to be very untrusting. Am I still able to train them? What steps do I need to take to help them trust me?

Thanks for reaching out about Gizmo. The only answer is to continue to work with them to win their trust again. It will take time to untrain previously learned behavior and fears. There is a good reference book, " A guide to a well behaved parrot". Good luck.
