Is my neutered dog's frequent penis erection normal or a problem?

My pups penis erects about 2-3 inches from the sheath. This happens a few times a week. He doesn't seem to be in any pain, he just sits to one side kind of in an odd position. He doesn't even really lick himself. I get him up to walk around and he's fine. Can you tell me what causes this/if it is a problem? He is a year old neutered longhaired dachshund mix. (16 LBS). It tends to happen with excitement and is not problematic for the dog. It does not indicate sexual arousal if the dog has been neutered.
