My 1-year-old Shih Tzu has cloudy eyes. Should I be worried?

I have a one year old Shih Tzu. Both of her eyes are cloudy. Is that normal?

No that is not normal. Cloudiness to the eye can be caused by many things but inflammation (uveitis) and corneal edema are the most likely causes. Both of these can be caused by a great many things including diseases of the eye itself and diseases affecting the whole body (systemic diseases). Your girl needs a vet visit for an eye exam and additional diagnostics such as bloodwork and infectious disease testing.
