Why is my dog leash aggressive? How to stop barking and lunging?

Pet's info: Dog | Shih Tzu | Female | spayed | 1 year and 10 months old | 10 lbs

Why is my 1.5 year old shi-zhu mix so leash aggressive towards other dogs? She will viciously bark and lunge at any other dog when she is on leash. However, we can take her to a dog park and she won't bark off leash. She generally will not play with the other dogs and will just ignore them but is not aggressive. How can we fix this leash aggression?

Once she is on the leash it works like an extension of you her owner. This gives her extra security and it makes her super courageous knowing that she has you in the background. This may be hard to fix. You could start with finding a way to easily distract her. Every time you see another dog while walking her, distract her before she can start with her aggressive behavior. She needs to learn the word "NO". Also do a puppy behavior class with Luna or contact a trainer.
