Why is my dog acting strange, staring, jerking? Vet found nothing.

Question

My dog will be acting normal and all of a sudden start acting strange. She stares at things and looks all around like she has a fly buzzing around her head. She jerks around and looks at her butt a lot too. Sometimes she jumps up on my chest or climbs up on my shoulders when I'm sitting on the couch. Sometimes she has heavy panting too. I took her to the vet and he couldn't find anything wrong. Pet's info: Dog | Yorkshire Terrier | Female | spayed | 8 lbs
