My turtle has shell rot. What causes it and how to treat it safely?

Where can I get diluted betadine,Hibiclens solution, triple antibiotic ointment,and topical antifungal cream for shell rot?If Cooper doesn't really have shell rot will he be affected by these treatments?Also can you tell me what might of cause Cooper to have shell rot?It is because of his habitat?

You can find them in any local pharmacy or store (CVS, Rite Aid, Walgreens, etc or even Target or Wal-Mart). Shell rot is commonly due to a combination of poor water quality, poor diet and incorrect environmental parameters.
