My puppy breathes fast, has a wet nose, and sticky eye. Is she sick?

Hello! I'm fostering a puppy and throughout the day I've noticed her breathing is rather rapid (awake and sleeping) she has some sticky dried fur around her right eye and the inside of her nose is very wet? Like it looks like water in there. She doesn't open her mouth to pant or anything. She's still eating (pooping and peeing as well) and is quite the sleepy puppy. She is underweight and you can feel her hip bones and ribs. She has 24/7 access to food and water. She'd rather sit on you lap.

This sign could be compatible with an upper respiratory tract inflammation/infection or possibly to a chronic rhinitis (inflammatory, allergic, infective). A clinical examination at your local veterinarian is essential to confirm these clinical suspicions and treat appropriately. Antibiotics may be needed.
