Hello, it is difficult to know exactly what the swollen area next to his penis could be without seeing it, and whether it is related to his castration or not. The swelling could be due to inflammation from his recent surgery, or something scarier like an infection or hematoma (pocket of blood). I would be concerned if the swelling is discolored, hot to the touch, or painful to the touch. In these cases, I would recommend having Arnold evaluated by your veterinarian as soon as you can. Alternatively, if the swelling is present on both sides of his penis, you may be appreciating his bulbourethral glands, which are accessory sex organs located on either side of the base of the penis. If you would be interested in entering a consultation with me and sharing photos, I could likely be of more help! If this was helpful enough, that is just fine too!
