My Betta fish has white stripes and discoloration. What's wrong?

I just got a Betta fish from someone a week ago (she had him for about 2 months). He's in an unheated, 1 gallon tank. I didn't know it was bad to keep him in there until I noticed some white stripes around his gills and his eye over night; also some discoloration. I learned on the internet it's not good to keep them in this environment (just changed his water). I'm not sure if it's Ich, Popeye, or finrot. How can I cure him quickly so he doesn't die soon? (Get a new tank, medication, etc.?)

Get a small, submersible water heater. Bettas are tropical fish and do best between 78 F and 80 F. A small filter will also help maintain water quality. Maintain pristine water quality and feed a quality Betta diet. Hikari makes pellets specifically for Bettas. It doesn't look like popeye or ich. It could just be minor infection caused by the stress of his environment. Given clean water and the proper environment/diet, it could clear up on its own.
