My rescue dog is anxious, hides, won't eat. What can I do?

I was looking for tips online for "puppy mill puppies" and many people's descriptions of their puppy's behavior made me go "hmm...that's Annie exactly!". She loves her cage, won't eat, hides under furniture (tries to hide when i walk her; i let my guard down and caught her after 40 minutes of hide and seek hell), and is scared of people. She is a year old so she is very behind other dogs in social skills and everything. She even peed in her cage and laid in it! Any tips? I am very patient. Pet's info: Dog | Mixed Breed Small (up to 22lb) | Female | 1 year and 1 month old | 18 lbs
