My 10 month old cat has some areas, most in the upper half of his body, where patches of fur are missing and is red underneath. In the lower half he used to be missing a large part of his fur but is now growing back. All of his furless areas are not completely furless they seem as is he had his fur shaved. The areas with red spots are hidden with other fur. He also has bad breath.

It sounds like Frodo could be 'barbering' or chewing his fur short. If his skin also looks red allergies would be the most likely cause. Cats can have allergies to fleas, proteins in their food, or pollens and other allergens in the environment. I'd recommend having him examined by a veterinarian. Your veterinarian could also do a thorough oral exam to look for a cause of bad breath like dental disease.
