My kitten's tail is broken with bone exposed. What's the vet plan?

Half My kitten's tail fell off and a bit of bone is exposed. it got broken somehow (we rescued him off the streets) and neurotic tissue formed but we don't know if we should keep it wrapped like we do. Should we have a vet saw down the bone or chop the tail off completely? There isn't any skin forming over the bone. Pet's info: Cat | Siamese | Male | neutered | 8 lbs
