Dog in labor: clear fluid, no green discharge. Is this normal?

Pet's info: Dog | Mixed Breed | Female | unspayed | 6 lbs

My dog has started labour she has been crouching down like she is trying to urinate but there has only been a tiny bit of clear fluid come out in about 2 hours shes digging at a part of our sofa and whining a lot. Our local vet said we should be looking for a green liquid before the pups. She is a chiahuaha cross with a toy poodle shes 10 months old and it was an accident. Can you give me advice please

Generally 2hours of active labour should result in delivery but the first pup can be slow. Due to her breed, which is a high risk for caesarean sections and her age i recommend you have her assessed by your vet to rule out a stuck puppy delaying procedures
