Why is my neutered dog's penis out with a hard ball and gyrating?

Pet's info: Dog | Mixed Breed Large (61lb +) | Male | neutered | 1 year and 11 months old | 102 lbs

My dog was jus neutered two days ago. I got him yesterday from the dog shelter. Today I noticed when I got up that his penis is out a little bit and has that hard ball shape in it. He also isn't humping things but his back legs are slightly girating while he just stands there.

Congrats on your new dog! The hard ball shape you saw by Titan's penis was likely his bulbourethral glands. These are a normal part of a dog's anatomy, and they become swollen when the dog is aroused or excited. Dogs can still become aroused even when neutered. If his legs were gyrating, he might have been masturbating, leading to his penis come out a bit and the swelling of the bulbourethral glands. He's likely learned that masturbating feels good, so he's doing it for pleasure.
