Ulcer in the mouth can be caused by various reasons in cats, calici virus would be one of the most common reasons, in some cases an antibiotic course can help, in others only teeth extraction will solve the problem. please take your cat to the vet ASAP to get him treated.

    That looks more like dental disease or an infection. Both of which need to be addressed as they can be painful and lead to other health conditions within the body.
