My dog tries to pee, cries, no urine, and has blood. What's wrong?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | neutered | 5 months and 7 days old | 9.7 lbs

He keeps trying to pee over and over but nothing is coming out. Sometimes there are small amounts of blood. As he tries to pee he's crying. What can I do to relieve him? And what could the issue be?

This is a medical emergency and Ted needs to see a vet now. Trying to pee with nothing coming out is a sign of a blockage by bladder stones, and this is fatal without treatment. He needs medical treatment right away to enable him to pee normally. Please take Ted into an ER vet or find a vet on call to see him now.
