I wouldn't worry unless it seems to bother Buckley. Puppies often have small skin rashes, papules and pustules that develop due to their developing immune system. Monitor it for now and see if it resolves on its own within the next 1-2 weeks. If it seems to spread, bother Buckley, or does not resolve then you can have your vet take a look at it to make sure it doesn't require any specific medical treatment.

I wouldn't be concerned about this bump on Buckley, but I would have it checked out by a vet. In a young puppy, it could be a cyst or a benign tumor. The vet can perform a test called a fine needle aspirate on it. To do this, the vet sticks a small needle into the lump to get a sample of it's cells, and examines the cells on a slide under a microscope. It's usually painless to the animal, and relatively quick to perform. When you take Buckley into the vet for his vaccines, you can show this bump to them, and they can examine and diagnose it.
