Found sick stray kitten, unresponsive & barely breathing. What to do?

Question

I found a stray 8-12 week old cat yesterday after my dogs tried attacking her.I have tried to give her dry&wet food,cat milk,&water but she won't take any of it.She has not used the bathroom at all & all she wants to do is sleep bundled up.This morning I checked in her&she was stiff&cold.When my dad went to bury her thinking she passed away we noticed there was very shallow breathing.She won't open her eyes&keeps flopping around.She is almost in a coma form.I have barely any money.What can I do? I would recommend contacting Animal Control in your area. It sounds like she is in critical condition and is suffering, and if you are unable to take her to a veterinarian you should relinquish her to Animal Control for care. The non-emergency police line should be able to direct you to the right people or give advice.
