Max will need to see a vet as soon as possible. It sounds like he is constipated, and I see that he isn't neutered. A common cause of constipation in unneutered dogs is prostate problems. These problems include benign prostatic hyperplasia, prostatitis, and prostate cancer. The blood could be coming from his prostate gland, and it's coming out with his urine. Your vet can do a rectal exam to see if his prostate is enlarged, x-rays to see the prostate gland, blood tests, a urinalysis, and an analysis of his ejaculate. Once the cause is diagnosed, the vet can discuss treatment. A recommend treatment of prostate problems is to neuter the dog. Please take Max into a vet now.

I am unsure if your pet is intact or not; however bleeding from the urinary tract can be cause by several things including: prostate disease, urinary tract infection, a coagulation abnormality (bleeding disorder) or even kidney disease. He needs to be seen by a vet asap! He is displaying systemic signs of illness by his current lethargy and lack of appetite; which worries me. He needs to have blood and urine testing to start gathering clues as to the underlying cause of his illness (based on the possibilities above) and then treatment tailored towards his condition. His treatment can range anywhere from fluid therapy, antibiotics, Vitamin K, and supportive care medicine (anti-nausea meds, pain meds, etc). I would recommend taking him in to your local vet right away. I hope Prince Fernandes feels better soon.
