My dog is sick, not eating, weak, and can't stand. Is it an emergency?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | unneutered | 10 lbs

I have a 10 year poodle mix and I wanted to ask what should I do if my dog doesn't want to eat food, but only drinks water. He can barely, if it not at all stand and walk. He lost a considerable amount of weight these past three weeks. He hasn't released any fecal matter for a week and he discharges green fluid from his eyes. His nose is somewhat dry. He has stopped vomitting, but when he did it was a greenish color or just plain white/ just water. Every day he gets weaker, what should I do

I would rush Chico into a vet immediately. He sounds extremely sick if he won't eat, can barely stand, hasn't pooped for a week, and was vomiting. There is nothing you can do for him at home, this is a medical emergency and he needs veterinary attention now. Please take him to a vet ASAP.
