My small dog's penis is red, swollen, painful, and has a fever. UTI?

I have a small terrier mix, 8pds. Yesterday he went outside to pee. Hour later the top of his penis area got red, swelled some, and he cries when trying to pee. We have him warm bath. Today he has fever, other than this still playful and healthy. Appetite good n drinking. Could be uti or something? What are your thoughts? Pet's info: Dog | Boston Terrier | Male | neutered | 4 years and 9 months old | 8 lbs
