My small dog's penis is red, swollen, painful, and has a fever. UTI?

Pet's info: Dog | Boston Terrier | Male | neutered | 4 years and 9 months old | 8 lbs

I have a small terrier mix, 8pds. Yesterday he went outside to pee. Hour later the top of his penis area got red, swelled some, and he cries when trying to pee. We have him warm bath. Today he has fever, other than this still playful and healthy. Appetite good n drinking. Could be uti or something? What are your thoughts?

Yes, it could be a urinary tract infection so he should be examined by a vet for treatment. Your vet can check a urine sample for infection and then prescribe an antibiotic, if needed. Hope he feels better soon!
