My newborn puppy's eyes aren't open with clear discharge. Is it bad?

My puppy hasn't opened her eyes yet an it's like tears coming out of them well I'm not sure if it's tears but it's clear is that bad? Pet's info: Dog | Chihuahua | Female | unspayed | 15 days old
