Pet's info: Cat | Mixed Breed | Male | neutered | 2.8 lbs
My kitten is around 11 weeks old and when we got him from the vet, they said he had an upper respiratory infection, and had just finished his medicine for it. However I've noticed that he is sneezing alot and has some goop in his eye. I plan to take to the vet once he reaches 4 months so he can have his rabies vaccination, however I am worried and I was wondering if I need to take him in sooner.

Yes, I would recommend taking him in sooner than that - he needs to be vaccinated for feline distemper and feline leukemia, and it sounds like he also needs an exam since he is still sneezing and has a goopy eye. He may need another round of antibiotics or medicated eye ointment. The vet will let you know when it's safe to vaccinate him, since this can't be done while he's sick.
