My five year old yorkie has discharge from vulva. It wa brown for a few days but is now bright red. She has no other symptoms. There isn't a fowl smell either. She is still playing and acting normal. Can they be in heat without a swollen vulva?

Yes, dogs can be in heat without a swollen vulva. Keep an eye on her, and if she stops acting normally, stops eating, becomes very lethargic, or has excessive drinking and urination, then I would take her into the vet right away as she could have something more seriously wrong with her, like a pyometra.
