Is a pet neglected? How to spot the signs and what to do?

Weight loss or lack of weight gain can be seen with gastrointestinal disease, renal or liver disease, among many others. I would recommend that you consider having him evaluated by a veterinarian for further assessment. You need to call the RSPCA as this is also a welfare issue. The care of cat is regulated through the animal welfare act and it sounds like the basic needs of these cats are not met. I would suggest to speak to the RSPCA and although it can take time to get hold of them they are brilliant at helping in these kinds of issues.
