My dog has cloudy eyes and poor vision. Is it cataracts or blindness?

Pet's info: Dog | Chihuahua | Female | unspayed | 3 years and 3 months old | 6 lbs

Hi my dog has cloudy parts in her eyes I'm not sure if it's blindness, cataract or scarring from before we got her, she doesnt do well with nightime walks and even in the house she will run past a thrown treat or toy. Shes also got what look like scars on the surface of the eye (1 photo I've uploaded to try show you) shes a very small chihuahua and just over 3 years old. We'd love to no how to help her or what are the best options for her. Any help would be much appreciated. Kind regards Carla.

Unfortunately no picture is attached but in such a young dog i would recommend referral to a specialist ophthalmologist in order to determine the underlying nature of her issues and to investigate management options to preserve or even increase her current vision. Cataracts, scarring and birth defects may all be present and many conditions can be improved if treated early in the course
