Why does my cat gasp for air when I try to remove his mats?

My kitty has mats and every time I try working on them he starts having trouble breathing. Sounds like a divers oxygen. He has mats he won't let any one touch on his tummy. Is this normal? Pet's info: Cat | Domestic Longhair | Male | neutered | 10 lbs

This is not normal behavior. I would be worried that Mister has an abnormality in his heart or his lungs that could eventually become life threatening.
