My cockatiel whistles loudly and moves side-to-side. Is he scared or playing?

My pet cockatiel would somtimes start whistling loudly and moving left and right in his cage and he would seem like he is threatening somthing but nobody knows what i dont know if he is playing or that there is somthing actully scaring him

It sounds like it's a play behavior. Birds that are happy will often "sing and dance" to show it, or try to get your attention with it. As long as he's otherwise acting normal, eating and drinking, and seems happy, I wouldn't worry.
