My dog has flaky skin, scabs, red spots, and itches. No fleas. Why?

Hi. I have a long haired Chihuahua mixed who is 9 years old. She doesn't usually like going outside except for her walks but she 3 days ago she left outside and when she came back she was her normal self. But the day after she started developing a flaky coat and like scabs on her coat as well. Then yesterday she started developing red spots on her stomach and bumps. Her nipples are also red. She keeps scratching and licking herself. I checked for fleas and she doesn't have any.

I can see how red Barbie's belly is, as well as some marks where she has been scratching herself. She also has some red bumps, which can be a sign of a bacterial or fungal infection, as well as certain types of skin mites. Certain hormonal imbalances such as Cushing's disease (an overproduction of steroids by the body), and food allergies can cause signs like this as well. I recommend having Barbie seen by a vet soon to determine the cause and any underlying conditions. A vet will be able to determine the appropriate treatment and prescribe any antibiotics or medicated shampoos that will treat this issue.
