Older dog head tilt, fear, vet unsure: Could it be a brain tumor?

Pet's info: Dog | Mixed Breed | Female | spayed | 43 lbs

My 9 yr old dog developed a head tilt and walk about a 5 weeks ago. We've had her to the vet's twice & they don't have the resources to fully evaluate. Initially they thought is was vestibular but aren't sure. We've tried gabapentin, then an anti-nausea, now Rimadyl. I think she might have a brain tumor as she exhibits fear if some of my other dogs get near her or if we move quickly near her. At first I thought she had a cervical disc issue but the fear response has me really wondering.

If she has vestibular disease, her condition should be improving over time. If the signs seem to be getting worse then it is probably not vestibular disease. It could be an ear infection, brain tumor, or other causes. You could have her evaluated by a veterinary neurologist for a second opinion if your vet is not able to diagnose.
