Is my cat's big, hanging belly normal, or is he actually overweight?

Pet's info: Cat | Domestic Mediumhair | Male | neutered | 14 lbs

Timmy has a huge, fat tummy yet he has 2 meals only each day. He's adopted and was a stray when I took him in. He was skinny and neglected, Now he's content and loves being indoors except early evening when it's dark.( autumn here). He DOESN'T drink lots of water and only plays when I make him---lazy? Hi, thanks for using PetCoach! Timmy is super cute! The extra hang on the belly of cats is normal and we are not sure why it forms. I have had cats with perfect body condition still have the skin hang. Timmy doesn't appear too overweight. I've attached a body condition chart. If Timmy is overweight I would discuss a prescription weight loss diet with your Vet (Purina OM, Hill's Metabolic, etc). I hope this helps! https://oregonvma.org/files/Purina-Cat-Condition-Chart.pdf
