Is clumpy discharge on my male dog's penis normal or an infection?

Pet's info: Dog | Pekingese | Male | neutered | 3 years and 1 month old | 14 lbs

My 3 yr old male pekingese has never had this clumpy crusty discharge on the edge of his opening. This is the 3rd time I've noticed it in a mo nth. Is thus a normal thing or is this a uti or infection? Thanks so much.

This is actually a normal discharge known as smegma. It is a yellow, sometimes green appearing discharge that is produced by the inside of the sheath. Many owners don't notice it for a long time, then will suddenly notice it one day. I would only worry if the area was swollen, or if Luigi is excessively licking down there. I hope that helps and all is well with Luigi.
