Why is my male cat peeing outside, meowing, and acting painful?

My male cat has been standing still and meowing here and there and has been urinating outside of his litter box I thought it was cause he doesn't like a dirty litter box. I changed it and he still has been acting weird he seems to be hurting he gets upset when you touch his stomach area and is acting a lil slow n lazy. Pet's info: Cat | Domestic Longhair | Male | neutered | 1 year and 3 months old | 7 lbs

Oh no. I would highly recommend taking Ziggy in to your local vet right away. He could either have a severe urinary tract infection or he could be blocked (unable to urinate). He needs treatment quickly for either of these conditions before he gets any sicker. A painful kitty is usually a really sick kitty and should be treated right away.
