Yes if the blood sugar is low but more often people tend to give a small amount of karo syrup instead. Place some on your finger and rub it on the gums if they don't swallow it and it will absorb in.

    If you think his blood sugar is low give him some sweet syrup that can be absorbed quickly into his bloodstream. This can be light or dark corn syrup, maple syrup, or karo syrup. Give about one tablespoon. The effect of the syrup does not last long, but it works quickly to reverse a low blood glucose. Follow up with a regular feeding to stabilize the cat's blood glucose. If your cat won't eat, you can rub the syrup on his gums as it will be absorbed. Have him examined by your vet to determine the cause and to try to regulate his diabetes better.
