Blood in the urine is never normal. I would recommend having Tubby checked out by a vet. There are several things that can cause blood in the urine, with or without other signs of illness, such as UTI, bladder stones, bleeding disorders, or a mass in the bladder or vaginal wall. After examination, the vet may recommend diagnostics such as urinalysis, x-rays, or ultrasound to see where the blood could be coming from.
