My male dog has a lump near his penis when excited. Is this normal?

My pup went thru a phase of getting his lipstick out when excited, now it never comes out and I've noticed when he's excited and used to be erect, he now has a large lump just forward of his restocked where his shaft is, just a bit worried for him. Pet's info: Dog | Miniature Schnauzer | Male | unneutered | 8 months and 28 days old | 24 lbs

Thanks for using Petco Pet Education Center, formerly Petcoach! If what you describe is inside of the skin, a few inches caudal to the tip of the prepuce, you may be describing the bulbus glandis which is a normal anatomical structure which kinda looks like a lump but it is normal. Good luck!
