What kind of skin infection is this ? does it have to do something with his milk? Pet's info: Dog | Shih Tzu | Male | unneutered | 29 days old

I do not think it has anything to do with milk. It looks like a bacterial infection although I cannot tell 100% what is going on just from a photo. It could be any number of skin conditions as many look the same. I suggest you get some of this shampoo and bathe him in it every 2-3 days until the skin looks better. http://www.petwarehouse.ph/mycocide-anti-fungal-antibacterial-150ml-dog-cat-medicated-shampoo.html?search_query=medicated&results=3 Apply the shampoo, let it sit 10 minutes and then rinse thoroughly.
