Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | unneutered | 9 months and 15 days old | 10 lbs
His penis area & testes hard 2the touch under skin, can't go very far walking before he stops& start licking area, prior 2 this behavior which just started after area was shaved by groomer, he had a faintly yellow discharge that hardend around hole of his penis & tip. Tip looks odd, maybe even disformed. He is less than a year old. I have been putting a antimicrobial ointment on & around the area, he isn't crying in pain but he does seem like it is uncomfortable. Iam low income, NO WAY 2PAY VET

A faint yellow discharge is normal in dogs. This is smegma, and it actually comes from the sheath of the penis. A dog's penis has a bone in it called the os penis, and that's what you may be feeling. In addition, there are two gland around the penis called the bulbourethral glands that swell up when a dog is sexually aroused. This is all normal anatomy of the dog, and from your description, I see no need for him to go to the vet. In addition, there is no need for him to have an antimicrobial ointment put on that area. It is not needed, and should not be used unless prescribed by a vet. These ointments will likely just be licked off by Benji, and contain ingredients that shouldn't be ingested. In the future, if paying for a vet is an issue, you can see if your vet accepts payment plans, if there is a low cost clinic in your area, or you can apply for Care Credit online.
